Support H.3857: Modernize Alcohol Delivery
and
Curbside Pickup in South Carolina
On behalf of businesses across South Carolina, we urge your support for H.3857, the Alcohol Delivery and Curbside Pickup bill. This legislation is a long-overdue modernization of our state’s laws that will benefit small businesses, consumers, and communities alike.
As South Carolina continues to grow, our businesses need the flexibility to serve customers where they are. Authorizing alcohol delivery and curbside pickup reflects the pro-business, pro-consumer values of our state and will help restaurants, retailers, and delivery partners contribute even more to local economies.
South Carolina is one of only a handful of states that does not currently permit alcohol delivery.
Allowing responsible delivery and curbside pickup will:

Promote public safety. With South Carolina leading the nation in DUI fatalities per capita, this bill offers a practical solution: alcohol delivery keeps people at home, reducing the temptation to get behind the wheel to buy alcohol.

Level the playing field. Neighboring states like North Carolina, Georgia and Florida already allow alcohol delivery. Without this option, South Carolina businesses are at a disadvantage in attracting customers and meeting modern expectations.

Support local businesses and restaurants. Alcohol sales make up as much as 20–25% of revenue for many food and beverage businesses. Providing customers with the option of responsible delivery and curbside pickup gives restaurants and retailers a crucial tool to remain competitive in today’s economy.
 
Most importantly, this legislation prioritizes public safety. Not only does it require ID checks and vetted drivers, but it also limits deliveries to the same ZIP code as the participating business and prohibits delivery to locations such as schools, campuses, and churches. These safeguards help prevent underage sales, reduce the risk of misuse, and provide clear rules for law enforcement, all while still giving customers more choice.
Passing H.3857 is about more than just convenience – it’s about ensuring that South Carolina businesses are not left behind, that consumers have safe and responsible options, and that our economy continues to grow. By modernizing our laws and removing overly burdensome restrictions on small businesses, you can help create a stronger business climate, sustain jobs in hospitality and retail, and keep our state moving forward.
